Local Law 31 of 2020, which went into effect on August 9, 2020, requires owners to have X-Ray Fluorescence (XRF) lead inspections conducted by EPA-certified inspectors to test for the presence of lead-based paint in multiple dwelling residential buildings. In 2023, Local Law 111 expanded this to include all common areas (hallways, lobbies, stairwells). Owners must keep records of testing completed by August 2025 and submit them to HPD upon request.
